I wasn't charged until the actual rental was delivered. The off-site rental is the way to go and yes, it is fairly easy to get the ECVs on most of the Disney transportation. If, by chance, a bus does arrive that isn't equipped, just askthe driver to radio ahead and send one to the stop- it is usually quite quick.
