If I read the website correctly, you don't get change back if your purchase is less than the amount of the certificate. It's not like a gift certificate or gift card that you've paid actual money for.
Fortunately, I have no trouble spending at least $20 of food and souvenirs at WDW. [img]images/icons/wink.gif[/img]
