I agree with everything written above - taking a motor scooter onto the buses is no problem, but it does take a few extra minutes to load from the rear.

I would not stay off property - their buses do not run as frequently and I don't know if they have the same lift systems as the Disney buses.

The three resorts you mention are not all created equal however -
Pop Century will be the least expensive - but you will need to use the buses exclusively, and the rooms are TINY.

Wilderness Lodge is a deluxe, and the rooms will be larger, and therefore easier to fit the scooter into for recharging, but you are not on the monorail. There is a boat to MK, or buses to all the other parks. The scooter can be loaded on the boat, depending on the water level in the lake - it's not guaranteed.

The Contemporary, while probably the most expensive option, is ideally located for someone with a scooter. The rooms are the largest on property - lots of room for the scooter, and it's right on the monorail so no worries about access to MK (you can also walk from there) or Epcot (monorail to TTC, then switch to the Epcot monorail.) You do still have buses to the other parks though..
