You've got that right - you see, you have wrapped your head around it.
The minimum purchase through the DVC directly is now 160 points and yes, you'd pay dues on all of those points.
If you want to get some more clarification, then it's well worth visiting the DVC kiosks and taking the tour, as the guides there will be able to answer all your questions.
