However, there are other activities that are built into the package that we may not be able to open to everyone - it's the nature of how packages are put together, and one of the reasons packages are put together - to create a room count with the groups department that triggers certain benefits from the groups department. Rooms that are not part of the group cannot be counted as part of the group. If you don't make the target group room count, you're out of luck. That's one of the reasons convention groups seem to get so many cool things that "regular" guests don't get - the convention organizers, by requiring that all participants reserve rooms that are part of the convention's group booking, get a bunch of "value-added" benefits back from Disney (or the Swan/Dolphin, as the case may be). As we've learned over the years we've been organizing MouseFest, it doesn't matter how many people are staying on property
if they booked the rooms on their own (whether they're using DVC points, an AP discount, or just plain good bargain hunting). The only time we can get any kind of cooperation/special accommodation from Disney is when there's an actual group hotel booking involved.
As to things like DDE, that's a matter of the nature of the event. When we do catered events, DDE is not possible - DDE only applies to regular restaurant meals. For meets at regular restaurants where everyone orders a la carte and pays for their share of the check, then DDE should be fine.
