I was at DLP this past September (26th-30th) and they already had most of the decorations in Frontierland (aka Halloweenland) up. Holy cow, they were AMAZING!!!! It is SO worth a visit, IMO! It's the opposite of "low key" in every way!
I loved how everything looked completely different. I have never seen so much orange in one place my whole life
The weather is hit or miss in October, of course, but other than that I'd say GO FOR IT!!!
