| Most state consumer protection laws prohibit adding surcharges after a travel reseration has been made (whether it has been paid, or not). It's also normally required that all existing extra charges, taxes, etc. be divulged before completing the sale. A travel reservation is a contract, with an agreed-to price. Anything else is bait-and-switch.
Recently, one of the cruise lines (not Disney) tried to increase the existing fuel surcharge on guests who had already booked, and the Florida attorney general jumped on the cruise line with both feet.
