I think there are a lot of no/low cost romantic things that you can do around Disney.
I love lying in the hammocks at Caribbean Beach.
I loved walking the river around Port Orleans.
I loved singing along with hubby at Jellyrolls.
I love the World Showcase at night, especially during the food and wine festival.
Watching the Electrical Water Pageant and/or fireworks from the beach
Riding any boat during Wishes
Walking through the wedding pavillion at the GF and remembering our own wedding
Slightly more expensive...
Romantic dinner at Le Cellier on our anniversary
Power boating around Seven Seas
High Tea at the GF
As for some of the pricier options....
Dinner at Victoria and Alberts and then lying in our honeymoon suite at the Grand Floridian and watching Wishes out the windows. (Romantic highlight of our marriage)

Romance is everywhere, and while setting the stage is awesome the most romantic times are often the ones we fall into totally by accident. As a former commando Disney only girl, one of the most fun things to me about Disney with my hubby is learning to stop and appreciate the little moments when they happen.
We have a great memory of being at Disney Quest and riding the VR ship where you are supposed to save the colonists (can't think of the name at the moment) and for some reason, there were not enough ppl in line so we were the only ppl in the ship. I was pilot, hubby was gunner, and that was it. We didn't get out in time and perished along with the planet, but man did we have fun

[because that sounded bad, we were trying to save colonists not do anything else!]
