You can make as many different versions of a picture as you want, so yes, you can have the same picture with two or three (or more!) different borders. You just can't add more than one design to a single version of the picture. That is, each time you add a new border, you'll make a new picture rather than adding more to the existing picture. I was a little disappointed with this, since it would have been fun to be able to add, say, Minnie peeking in from the side
and Mickey's signature on the same picture.
By the way, you
can add multiple elements if you order pictures from the camera center in Epcot. When we got our free 5x7 from the Disney Visa thingy, we added both an Epcot logo and a Mickey signature, and the CMs there even had the ability to move the graphics around on the picture, deciding exactly where they should go. (On the website, you can't do that. They're at a specific spot and can't be moved, though you can sometimes control it a bit by cropping the picture before you add the graphic.)
Here are a couple pix I made multiple versions of. I've got 5 or 6 versions of each shot, and I'm going to make a scrapbook page with all the versions tiled across the page like a quilt.
