Maybe Pirateology: A Pirate Hunter's Companion by Candlewick Press? They also have "ology"'s on Dragon, Myths, Wizards, etc. It has a black cover with a compass rose and gold lettering of the title and a skull with 2 swords for the crossbones.
There is also Pirates by John Matthews which has a black cover with a large skull & crossbones with an eye patch and a red jewel for the other eye.

I'll check them out and see if any of them look like the one at
DL. I don't think they one they were selling was just about Disney PotC. It was about Pirates in general.
