The PL bid includes all taxes, etc. The only other charges I've come up against are parking or resort fees at the hotels. Not sure about Desert Inn. Most of the smaller places have free parking, though. You will most likely be required to put down a CC or deposit for phone use or room charges, but if you don't make any, not a problem.
As for transportation, a cab will be your best bet. Desert Inn is right across the street from the parks and probably doesn't offer shuttle.
Also, bidding for rooms on PL, you won't know where you will end up. I highly recommend not bidding less than 3 stars in the "Disneyland Area." In Anaheim, this will actually get you a better room at less of a price. All of the 3 star hotels have shuttles to the parks via the main bus area, but none have had shuttles directly to the Disney hotels or to DtD. Your best bet will again be a cab. Even from the Doubletree Hotel a couple of miles away, our fare has never been more than $15 including the tip. So a short trip will likely be less than $10.
With a large party, you will want to bid on at least two rooms, since by PL definition, the room you are bidding on is for an occupancy of two. We have never had a problem calling the hotel directly and requesting two beds, a day after our winning bid. Our request has never been denied. That will give you room for 8 with two rooms.
