If you decide not to stay on-site to keep cost down, check out the Hilton Doubletree-Universal. It's very close, within walking distance, about 15 - 20 min. walk. And has excellent shuttle bus service to Universal. Much better than some of the neighbouring hotels, who only have partial service. Rooms were large & comfy. We did a combo of staying on site 1 night, you get 2 days for express pass with 1 night stay, then moved to Doubletree. The I-Trolley stops on the corner too!
