Yes, the card would count as government-issued photo ID for getting back on the ship. Actually, that's one of the reasons I'd get the card to go along with my passport book - it's a durable, compact piece of government-issued ID. I'd just as soon leave my drivers license with my passport book back in the ship's safe. Since getting a card (at the same time) only adds about $20 to the cost of a passport book application, that's the only time I think the card is a good deal.
