I have 2 - 4 year olds who like to "swim" but can't yet, and they are very independent. When we went in January, we packed our own and took them with us for swimming in our resort pool, so that they could be "independent", stay above water. We were travelling with car seats, so I found car seat bags and put their life jackets in them.
