We just got back from POR on Friday! To tell you the truth I didn't notice any real refurbishing going on in the Riverside area. That side of the resort seemed full to capacity. The French Quarter is completely closed, signs are down, and our Downtown Disney boat captain said that it isn't scheduled to be reopened for several more months. You would never even know anything was going on if you didn't take the boat down passed the closed up French Quarter. Also, I had heard lots of people on this board talk about how the Riverside rooms felt run down and in dire need of refurbishment, but we really had no complaints with our room.
