It really all depends on the resort and the party size. That said, they are now allowing "room onlys" to become packages.
Here's an example. For September there are two promotions running...one is a discount and one is free dining.
If 2 adults are staying at the Pop Century it works out:
Free Dining: $92 savings a night
Room Promo: $9.56 savings a night
same couple, same dates Polynesian:
Free Dining: $92 savings a night
Room Promo: $173.25 savings a night
The room promos can than add dining and tickets. While they wouldn't get "free dining", they would actually be saving $83 a night over opting for "free"
That is why you always need to do the math. It varies based on party size, ages and resort selection/view.
Sorry it isn't a straight forward room/package answer.
