Given the ages of the kids involved, I think you'll be fine at either hotel. Since walking time to the parks is a push, you may want to think about other stuff, like swimming pools, types of character meals at the hotels, etc.

On the monorail front, does anyone know if the monorail at DLR has been shut down too (until they figure out what went wrong at WDW)?

For scale, the Disneyland Resort (Parks & Hotels) can fit inside the TTC parking lot at WDW. If you add where the parking structures are, it would all probably fit into EPCOT's parking lot with room to spare. Walking shouldn't be an issue, consider the monorail more of a ride that happens to stop in DTD and Tomorrowland.

As for the monorail stop, I don't think that the stop was moved, it seems like what happened is that the buildings around it were moved and changed. The DL Hotel property has gone through many changes since I was a girl and we would stay in the garden rooms. They've demolished things, moved them, redesigned. You'd be amazed at what all has been done there over the years.

No, it has not been shut down nor do they expect to do so any time soon. This is according to a CM who operates them.

take it from a wdw person of over 10 trips we went to dlr back in july and everything at dl is so much closer then wdw . the time you wait for the monerail can be very long they only allow so many on at dl were wdw they packem full. so at dlr you could wait a few hrs to board so i would say stay at the resort you want too. were going back this summer for 2weeks as its more cozy then wdw
