| Disney states on its website (in French only, mind you  ) that this offer is open for anyone:"Le Passeport Annuel Francilien est accessible à tous." However, you cannot order it online as it'll only accept an address in France. You should be able to buy a one-day ticket, though, which you can then exchange at the Annual Passport Office within the Disneyland Park once you're there.
