Disney states on its website (in French only, mind you ) that this offer is open for anyone:

"Le Passeport Annuel Francilien est accessible à tous."

However, you cannot order it online as it'll only accept an address in France. You should be able to buy a one-day ticket, though, which you can then exchange at the Annual Passport Office within the Disneyland Park once you're there.

That works for us. We'll get Francilien APs on the first day, skip days two and three, and return on day four.
