Not sure about the temporary tattoos, but I think the face painting ranged from about $7 up to $15 (depending on the design). There are kiosks all over the place. The ones I can remember are in MK (entrance to Toontown), The Boardwalk (on the boardwalk), DTD (heading towards Once Upon a Toy from WoD), I think AK in Africa (near the safari), and MGM (on Mickey Avenue - near the character trailers). I think there is one in Epcot as well, near where FW and WS meet
