CR Observation deck

I read about and saw pictures of the CR Observation deck. Is this something that is open to guests, or is it only for those dining/staying at the CR? The photos of the views were fabulous and we would like to take advantage of them if able. We do plan to dine at the CR at least once during our visit and would appreciate any info. Thanks!

Does anyone know if during the day while the restaurant is not serving if your able to go up and take photo's?

There is also an observation area on the fourth floor that anyone can use.

I do recall going upstairs during the day to look at the view from the top floor platforms with a friend several years back. I don't know if it's still open during the day.

What I really liked was looking the other direction and seeing Epcot and other tall buildings at WDW and surrounding properties across the trees.
