Oh, it's not that the waters are uncharted, but rather that the currents ebb and flow somewhat unpredictably. You might look upon it as a Quantum Mechanical problem, via Werner Heisenberg. General trends are quite predictable. The precise position of any one quantum particle is unknowable.
Yet another way to look at it is, "The harder you chase the magic, the more likely it will be to elude your grasp."
As to the Mystery of the Dining Rotation, it is akin to the Mystery of the WDW Room Assignment. As Disney might say, "To divulge such prior to arrival 'tis perilous for cast and crew, and would wreck havoc with our flexibility to equally distribute guests among all the guest rooms/dining rooms."
