Teenager going on excursions

We are taking my 15 year old nephew with us on a cruise next year. I know that there are teenager only excursions. My question is... "What if he would like to go on another excursion that we do not want to go on? What is the minimum age to go on an excursion alone or does it depend on the excursion. Thanks so much for your input.

Different excursions may have different age limits based on the adventure. As an example, look at the excursion flyers I have posted:
