I worked in parades at Disneyland for several years. There is very little extra time built into the schedule and it is not easy to alter the parade schedule for a full parade. Now, they can use smaller character cavalcades to move traffic. That requires just a float or two and characters from the character department that are already on the clock. (characters in parades are normally not the same ones that do meet n greets in the park)
