This is my Disney year! Went to Disney World in May and now a weekend trip to Disneyland coming up in November. However, I am dealing with a repetitive stress strain on a foot. (It can get so bad that the doc assisted me getting a temp handicap plaque for my car.) Working hard to get back to 100%, but if it's not, how does one go about renting a scooter at Disneyland-if they even rent them out?

I haven’t been to DL since a teenager but bet that ECV rental works similarly there as at WDW.
In short, you’ll pay far more for one rented from Disney than for one from a non-Disney rental agency.
Unless someone with DL scooter rental experience posts, what I would do were I in your situation would be to check the Special Needs board here for names of the Disney-approved companies in Orlando. At least some may also have DL branches.
Being in that business, they may be able to suggest Anaheim rental agencies they know of, too, if they haven’t a DL branch.

Okay, so you can still rent an ECV from a non-Disney company, even staying at GCH, and THEY should be delivering it right to your hotel. That's how it works at WDW, anyway.
Google a little, find a couple of companies, and ask if they deliver right to GCH.
That is a BIG hotel. You may be doing a lot of walking just getting to and from your room. I would look into renting one from an off-site company for the length of your stay.
I looked through my pictures for the LIVE! Guide, and couldn't find one that showed the location of ECV rentals. I did see one that only showed the ECVs, and it looks like a separate place from the stroller rental. Will look a little more.
