From everything I'm reading, it says open to WDW guests. Since I've never been, I don't know if it's an event where you have to show your Key to the World Card proving you're a guest. Hopefully someone can come along and give you a better answer though.
We went last year, and it is a really fun night! We were not staying on property either, there is no one checking for ID's it is open to all. They do sell smores kits, but IMHO they were very expensive! We brought our own fixins and just purchased the long roasting sticks from the Chuck Wagon.
