I can't believe I get to say this but we just purchased a DVC resale. We bought points at OKW. This has been a long time coming and can't believe we were actually able to do it.
So we just sent our payment and paperwork in last week. That is just the way the timing worked out we have been shopping a while but my budget made it difficult. We had already had a trip scheduled with a check in this Saturday. Is there any hope that DVC will let me purchase the Annual Pass as a member or will I miss this promotion?

DVC will not acknowledge you as an owner / member until the closing has taken place on your resale purchase and DVC has filed all of the paperwork. You would have to check with your broker to see when the closing is scheduled. After that, it takes another 10-14 business days before DVC processes the change of ownership on their level.
Will probably be another month before DVC recognizes you as an owner.
If you have trip(s) planned for 2013 you will probably be able to purchase $399 PAP vouchers before the end of this year for use in '13. The purchase has to be made by 12/31/12 and the vouchers must be redeemed / activated in person at Walt Disney World by 12/31/13. They provide a year of unlimited admission from the date of redemption.
Disney can turn things around pretty quickly. When we bought by resale it was exactly two weeks from the day the broker received the paperwork, to the points showing up in my online account. However, if you are not yet a member and don't have an online account getting your member number to speak to member services will take a little longer

Seems awfully quick if you just sent the paperwork back last week. But if it has actually closed, there's a slim possibility Disney may have everything recorded by the end of your trip. Depends upon how long the stay may be.
You would have to call DVC regularly to see if they have the change-of-ownership updated yet. Again, it can take up to 2 weeks and may be longer given the holiday.
IF they get the work done, you could arrange to pick-up a member ID card at Saratoga Springs. That's where the DVC sales center is located and it's normally the only option for claiming a card on-site.
Once you have the card in-hand, you could get the discounted AP.
If you are using Magic Your Way tickets, you can upgrade them to an AP within 14 days of first use. Best case scenario would be collecting the member ID card midway through your stay and then upgrading your tickets.
It will require effort on your part (multiple phone calls, trip to Saratoga Springs) and may not happen at all (again, holiday week) but if there are several hundred dollars at stake, you could always give it a shot.
Thanks everyone! We ended up purchasing tickets and then upgrading them to the Premium Annual Pass when member services was able to provide me with my membership number. Thank you all for the suggestions. I just booked our first trip on our points for April. So excited the annual passes will allow us to visit at least one extra time this year.
