Thanks! Sometimes you get really lucky experimenting. It's the "Glowing Edges" filter under Stylize in CS3 applied to a regular photo.

OK. So here's my take on this challenge.
This layout is about me. But it's also about a man.
It's of me using my World's Best Boss mug, just like Michael Scott has on The Office.
ETA: I bought my mug in Scranton PA. We went to Scranton just to see the Scranton Welcomes You sign from the opening credits.
