We are leaving very soon but I have a concern. The last two times we have went, we stayed at POP and both times we could hear our neighbors (one couple was literally screaming at each other and we had to move). Is this the case at the moderate resorts as well? It really bothers us so any help would be appreciated!

I asked to be moved once when staying at ASMu, when the woman next door screamed at everyone in her family when giving directions. She did it at night (get in the bath .etc) and in the morning (get out of bed and get dressed, etc). I even pushed a note between connecting doors to let her know we could hear every word she said.
The only other time we really had a problem was when four drunk guys came into their room next to ours at WL. They could not keep themselves quiet at 2am and woke all of us up.
The only place I remember not hearing any noise from next door was when we stayed at BWI and in the BWVs.
That said, I don't think you can expect quiet between any rooms at any level of resort. There is always the thumping as people push drawers shut or slam their door. I've heard some noise in just about every level of resort at WDW. You just have to hope for quiet neighbors. And you could ask for a room that doesn't have a connecting door to the room next door (I try to remember to do that) because I think that helps.
I've stayed in values, moderates, and deluxe and I could always hear my neighbors. Maybe I have sensitive hearing, but I have yet to be in a WDW resort and not heard noise from the room next-door.
I never hear my neighbours, guess I've been lucky that we've had good neighbours. Only 1 exception at POR a rude family moved it next door, letting their kids run wild screaming, slamming doors, up and down the walkway in front of everyone's rooms. Thankfully it was our last day.
i could hear my upstairs neighbors at CBR but only when they were in the bathroom giving their kids a bath and i was in my bathroom at the same time and it wasn't terribly loud
The only place we didnt hear other room noise was at Fort Wilderness in a cabin. That was really nice. You can always take one of thoes little white noise machines with you so maybe neighbor noise wont be heard.

At home, I am a pretty light sleeper and just about any noise wakes me up. But, that said, I think we are too exhausted from the parks to hear anything while at Disney. Neither my DH or I ever remember hearing our neighbors at the Values we have stayed at. That - or we have just been very lucky with having considerate neighbors.
I have heard some noise from the neighbors , no matter what resort. Anything from toilet flushing to the pitter patter of little feet running across the ceiling at night. To people being loud as they return from the Parks. Worse was a crying baby in the net room, but they must have checked out that day we arrived, because I never heard it again. As long as its not prolonged, I can usually block it out.
I suggest that you request a upper floor,on a back corner.. as that would most likely help in assuring quiet. I have stayed at some values, where I never saw or heard another neighbor nearby.
