We've only ever stayed in the Mansions at POR, and never in a preferred room. Preferred can mean that it's closer to the Main building, so less walking back and forth to the bus, food court, etc.
We've never paid extra for a water or garden view. The resorts are so beautiful, that even if your room overlooks the parking area, there are usually trees in between to block it.

All moderates now have a refrigerator in them, no extra charge. It came in very handy for us at our recent stay at POFQ. It was nice to keep juice cold, and to refregerate leftovers.

We have stayed at POR in the Mansions last year and had a water view which was facing one of the pools. We did pay extra for the water view.

Having a preferred room can be nice to have if you prefer to be close to the main building for the food court, bus stop, general store, etc. POR is a large spread out resort and it can be a long walk back and forth to the main building.

...when you look at the map consider the walk to the bus stops as well. We requested a room as far away from the main building as possible once. At the end of a long day the walk from the bus to our room was very short.

Preferred rooms are definitely nice. But in regard to the view, I think each room at a Disney resort has a great view. One time we had a view of the parking lot when we were staying at WL, and we were kind of disappointed. But then once nighttime came around, our room had a great view of Wishes! over in MK.

Unless they have changed recently POR only has water view rooms as preferred. I don't think any preferred are based on location. The water view is iffy as it could be the river or simply a pool. In other words you may pay and not get anything fantastic in water view. I have never paid for it, simply put in my request for bldg 14 and often gotten it.

Plus, the views are really not important at most of the mods and values since you can't sit outside to enjoy them. Once you enter your room, you pretty much have to keep your drapes closed unless you want other guests walking by to be able to look in.

I'd save my money on the view and go for a convenient location -- building 14 has that in spades!

We had a water view at CBR. I wouldn't pay for one, but we got a free upgrade! However, as Eileen said, there are no balconies, so really the only time we enjoyed the view was exiting our room!
I didn't request a preferred location at POR, but we stayed in the mansion section, and had a great location in Magnolia Terrace, close to walkway to main pool, and main buildings, and bus stop.
If you don't want to pay for preferred, look at a resort map and add a location request to your reservation. http://allears.net/acc/portorleansmap.jpg

We stayed in building #14 and it is the perfect location. No need to pay extra for a water view. Good luck getting your building request

At POR I personally would not pay for a preferred/water view room.
It is a beautiful resort!

Water views are not worth the $. There is a common walkway outside your door so you don't really get to enjoy it anyway
