I understand the Magic Kingdom will be decorated for the Holidays by November 8th for MVMCP. Will Hollywood Studios be decorated at that point as well.

The decorations are supposed to be up resort-wide (the parks, the resorts, and Downtown Disney) by Thanksgiving week, with the MK being done by the first MVMCP.
They tend to each be transformed overnight and I believe they begin with the parks and DtD, then move to the resorts.
If you're lucky, they'll have DHS done by the 8th, but don't bet the house on it.
