Hey guys, on our next trip, we really want to get to meet some new characters. In 2009 we had got to meet Jiminy Cricket. We are also going during the Halloween Party, so we can meet the 7 Dwarfs, but what are some other characters that don't come out as much? What time of year do they normally come out and at which park? Hope I made this clear, any info would be great!

Disney has a set cast of characters that appear during non-parties, so I'm not sure what qualifies as "rare". The characters are either on the schedule or they are not. I've read that the times you get to see rare characters are in the evenings at the Art of Animation Studio on non-fantasmic evenings and occasionally at the Epcot International Gateway if they are training new cast members.
Since you are heading to the Halloween party you'll have a chance to meet quite a few villians that don't appear regularly in the parks. Last year we found Malificent, Evil Queen, Dr Facillier, Cruella, and a few others at the Villians show (be ready to meet them as the turn around between shows doesn't let them stay out very long). We also found Jack Sparrow and many of the normal characters during the party but the normal characters were in costume so they were neat to see. Also, the princesses at Town Theater had their princess with them.
The other place to try as Kevin pointed out is the Art Of Animation around 3-7pm (Can fluxuate daily) where sometimes a large number of characters come out. It is usually a guessing game as to who (if any) show up. I've seen characters show up there on both Fantasmic and non-Fantasmic nights.
One of the better character sites I've found (as kevin also pointed out) is Kennythepirate Blog. He seems to be on top of any changes and character schedules in the parks.
The character we meet at MNSSHP that are rare are the following:
Seven Dwarves,Queen of Hearts,The Tweedles,Abu,Bullseye,Frollo,Cruella DeVille,Malificant,Jack Sparrow,Queen Grimhelde,Jafar,Dr Facilier and that is what I can remember off the top of my head.
Be aware The Seven Dwarfs are very popular. During the party (I think it's the only time the are scheduled) the line is usually in the range of an hour. Just be prepared for that.
We have seen Smee, Captain Hook's sidekick, at the Magic of Disney Animation. As previously mentioned, that venue often has a spot where rare characters greet. We have found more of them when the weather is bad. They know more people will take shelter in that building, so they bring out an extra character or two.
Lots of villains are out during MNSSHP, usually in the area of the hub.
With some of Fantasyland finished, there could be some new and unusual greetings there.
